Xavier Johnson

Xavier is the Director of Policy Justice at the Just Cities Institute where he focuses his work on Fair Chance Housing policies, re-entry policy, and Housing more broadly. Xavier is also a Commissioner on the Berkeley Rent Stabilization Board and is working to pass a right to sublease policy which would enable renters to have the legal right to add additional tenants to their leases. Previously, Xavier worked as a Tenants’ Rights Attorney at Centro Legal de la Raza where he successfully contested over $1 million in illegal rent increases. Over his career, Xavier has worked with law firms, non-profits, and governmental entities in the realms of policy advocacy, research and community organizing. Xavier spent two years as a Congressional Aide in Congresswoman Barbara Lee’s District Office with a focus on housing and housing justice.

Xavier holds a Juris Doctorate from University of California Berkeley School of Law and a Bachelor of Arts in Sociology from University of Texas at San Antonio.
